医院实行以责任为中心的承包经营制度,一方面能使经营单位产生内在动力而富有生机,另一方面因其带有过渡性而存在弊端。为兴利除弊,要结合治理整顿,对可能出现的问题进行约束。为此提出:(1)按近期约束治标,远期约束治本的原则,确定约束内容;(2)按管放结合治理,挖堵并举整顿的原则,确定约束方法;(3)按管理适度有力、奖惩刺激有效的原则,确定约束手段。
