作者认为，四川是中国拥有１亿多人口的大省、地处中国内陆腹心地带，既不靠海，也不靠边，境内丘陵起伏，但从古代开始，四川就是物产丰富、文化发达、人杰地灵的天府之国，６０年代国家曾在这里进行了大规模建设，７０年代末，四川是最早进行改革的地方。现在四川省正面临着对外开放的有利时机，大踏步地走出盆地、走出国门，走上国际经济舞台是四川的重要任务。为此，四川就要在对外开放方面有大胆的举措，进行基础设施建设，要改善投资环境。
