财政部批准上海市、浙江省、广东省、深圳市开展地方政府“自行发债”试点。自行发债是指试点省(市)在国务院批准的发债规模限额内,自行组织发行本省(市)政府债券的发债机制。上海市政府发行的71亿地方政府债券在11月15日完成招标后,于11月16日开始发行并计息。继上海之后,广东省和浙江省将跟进,分别于11月18日和21日招标发行总额69亿元和67亿元地方政
Ministry of Finance approved Shanghai, Zhejiang, Guangdong, Shenzhen to carry out local government “bond issue ” pilot. Issuing bonds on their own means the issuance mechanism of the pilot provinces (municipalities) that independently issue and issue the government bonds of the province (city) within the limits of the size of bonds issued by the State Council.
