近年来,我市财政实力大增,改革不断深化,管理逐步规范。财政为全市的社会经济发展做出了重大贡献,取得了丰硕的成果。——大力支持经济发展,切实拓宽财源基础。1995年来,各级财政部门坚持以促进地方经济发展为中心,充分运用财税杠杆,积极推进两个根本性转变,狠抓财源建设。(1)增加农业投入,加大支农力度,巩固基础财源。1998年全市财政投入支农支出1867万元,比1995年增加723万元,年均递增13.03%。四年来,全市粮食生产年年获得丰收,农业产业化进程不断加快,“三高”农业得到迅速发展。(2)大力支持工业发展,壮大骨干财源。1995年来,我市各级财政部门坚决贯彻执行“抓大活小”、“扶优扶强”的政策,大力支持龙头骨干企业、纳税大户和有发展潜力的企业。1995年至1998年,全市累计投入企业挖潜改造资金38450万元,重点扶持了21户企业和企业集团,同时还投放工业周转金3746万元,支持企业调整产品结构,发展高新科技产
In recent years, the financial strength of our city greatly increased, deepening reform, management gradually standardized.
