新形势下,现代城市治安防范工作面临许多新挑战和新问题。积极探索群防群治,实现警民联动,是应对当前形势的良好举措之一。所谓群防群治,就是以警察为主力,以群众为基础,统筹协调各方面的社会力量积极参与社会治安,从而有效抑制、预防和打击各种犯罪。它是治安管理社会化和社会治安综合治理的具体体现,是新形势下实现社会治安根本好转的有效途径。其本质和目标就是减少犯罪,增强人民群众的安全感和满意度,促进两个文明的协调发展。
