森林培育是林业的永恒主题。东北林区是重要的生态屏障,也是重要的木材生产战略基地。实施天保工程后,森林培育的扶持政策仍然缺位,措施不力。要长期坚持科学培育,合理利用,促进天然林顺向演替,实现天然林可持续经营。措施:建立森林科学经营体系,实施分类经营;深化体制改革和机制创新,解决经营主体经营权;完善森林调查方法,强化森林经营方案的法律地位;总结经验教训,加强森林抚育管理。建议:延长天保工程期,把重点落到森林培育上;建立森林抚育专项资金;改革森林抚育采伐限额管理制度;加强育林基金管理;依法编制和执行森林经营方案,完善法制保障体系。

Proposal: To extend the natural forest protection project period and focus on forest cultivation; establish special fund for forest tending; reform the management system of raising forest cutting quotas; strengthen the management of forest fundation; formulate and implement forest management plan in accordance with the law and improve the legal guarantee system.
