新民主主義社會基本特點之一,就是避免資本主義社會的生產無政府狀態,有計劃地進行各项建設。新中國有計劃的大规模的建設事業就要開始了,隨之,全國教育也應更有計劃地為國家建設事業培養幹部和提高工農文化水平。為此,全國各級教育行政部門和各級各類學校,都要考慮各地區與各個學校的教育建設計劃。茲將一年來草擬今年全國教育建設計劃工作的初步經驗寫出,供大家參考。
One of the basic characteristics of the new-democratic society is to avoid the anarchy in the production of capitalist society and carry out various plans in a planned way. The planned large-scale construction of new China is about to begin. Followed by this, the national education should train cadres in a more planned way and improve the cultural level of workers and peasants for the cause of state construction. To this end, the educational administrations at all levels and all kinds of schools at all levels must consider the education construction plans of all regions and schools. I hereby write down my initial experience in drafting the national education construction plan for this year for your reference.
