1978年以来,我国的对外贸易取得了巨大成就,其经验主要有:良好的投资环境是有效利用外资的关键;健全的法治建设是引进外资得以成功的有效保障。经验告诉我们,在制定利用外资的法律和政策时,要把国外经验和本国实际相结合,在立法、执法和司法过程中既要注意保护外资的合法利益,又要有助于本国经济的发展,即要正确把握利用外资与维护国家经济安全之间的“度”。
Since 1978, China’s foreign trade has made tremendous achievements. Its main experiences include: a good investment environment is the key to the effective use of foreign investment; and sound legal construction is an effective guarantee for the success of attracting foreign investment. Experience tells us that in formulating laws and policies on the use of foreign investment, we must combine our foreign experience with our own reality and pay attention not only to the legitimate interests of foreign investment but also to the development of our own economy in the legislative, law enforcement and judicial processes. , That is, we must correctly grasp the “degree” between the utilization of foreign capital and the maintenance of national economic security.
