本文应用资源依赖理论,提出社区治理中的居委会与NGO间存在资源不对称依赖,这使前者拥有了干涉后者的权力。通过对北京21个社区建设项目的田野调查,本文认为这种权力关系在NGO“社区进入”过程之中得到体现。“社区进入”受到NGO与居委会间“愿景契合程度”与“社会关系强度”的调节,具体表现为合作、俘虏、忽视、排斥四种状态。“社区进入”展示的是一种“干涉—被干涉”的管控模式,这不利于基层多元治理结构的培育。
This paper applies the theory of resource dependence and puts forward the asymmetrical dependence of resources between residents’ committees and NGOs in community governance, which makes the former have the power to interfere with the latter. Through the field investigation of 21 community construction projects in Beijing, this paper argues that such power relations are reflected in the NGO “community entry ” process. “Community Entry ” is regulated by the relationship between NGO and neighborhood committees “the degree of vision fit ” and “the strength of social relationship ”, which is manifested in the four states of cooperation, captive, neglect and exclusion. “Community Entry ” shows a mode of “interference - being interfered ” control mode, which is not conducive to the cultivation of grass-roots multi-governance structure.
