随着城市化进程的加快和城市功能的完善,我国许多省份都开始重视城区经济发展。我省城区本应是经济发展最活跃的地方,但由于忽视经济发展,相当数量的城区依赖市级财政过日子,没有发展经济的积极性、主动性、创造性。很多城区退化为社区,职能弱化,财政拮据,经济萎缩。长此以往,城区经济就会萧条,城市集聚和离心扩散效应下降,统领经济发展的引擎功能削弱,势必会影响如火如荼进行的“八大经济区”和“十大工程”项
With the acceleration of urbanization and the improvement of urban functions, many provinces in our country have begun to value urban economic development. In our province, the urban area should have been the most active place for economic development. However, due to the neglect of economic development, a considerable number of urban areas relied on the municipal finance to live their lives and did not develop the enthusiasm, initiative and creativity of the economy. Many urban areas degenerated into communities with weakening their functions, financial constraints and a shrinking economy. Over time, urban economy will be sluggish, urban agglomeration and centrifugal diffusion effect will be weakened, and the engine function of economic development will be weakened, which will inevitably affect the “eight major economic zones” and the “top ten projects” in full swing
