关于真正的和虚假的民主制,是当代政治学以及宪法学界的一个热点议题。本文通过对密尔《代议制政府》的重温,理清了真正的和虚假的民主制的形式。密尔在《代议制政府》中系统的阐述了民主制的问题,他认为真正的民主制是在议会中代表全体,而虚假的民主制是在议会中仅仅代表多数。在现代社会中,这一观点已被世界大多数民主国家所接受。本文通过对民主制作了一些粗浅的分析和思考,希望能够给人们一些启示。
On the real and fake democracy, is a hot topic in contemporary political science and constitutional scholarship. By reviewing the “representative government” of Mill, this paper clarifies the forms of real and fake democracy. Mill systematically elaborated the issue of democracy in the “representative government”. He believed that the true democracy represented the whole body in the parliament, while the fake democracy represented only the majority in the parliament. In modern society, this view has been accepted by most of the world’s democracies. This article made some superficial analysis and thinking on democracy, hoping to give some enlightenment.
