积极利用外资,是我国对外开放的一项基本政策,且在实践中取得了很大的成绩。1993年实际引进外商直接投资275亿美元,1994年达到338亿美元,1995年又达到近380亿美元。至此,我国引进外商直接投资总量竟达1300亿美元,跃居引进外资大国的前列(仅次于美国)。近年来,我国引进外资出现了一个新现象,那就是国有企业利用外资进行嫁接改造。本文拟就国有企业嫁接外资的成因、形式、成效、存在的问题及对策展开分析。
Active utilization of foreign investment is a basic policy of opening up to the outside world in our country and great achievements have been made in practice. The actual introduction of foreign direct investment reached 27.5 billion U.S. dollars in 1993, reaching 33.8 billion U.S. dollars in 1994 and nearly 38 billion U.S. dollars in 1995. So far, the total amount of foreign direct investment in our country has reached as high as 130 billion U.S. dollars, jumping to the forefront of attracting foreign investment powers (second only to the United States). In recent years, the introduction of foreign investment in our country has seen a new phenomenon, that is, state-owned enterprises use foreign investment for graft reform. This article intends to analyze the causes, forms, achievements, existing problems and countermeasures of state-owned enterprises grafting foreign investment.
