1 实施综合执法的重要性和必要性 建国后几十年,我国先后已颁布卫生方面的法律8部、行政法规22部、部门规章400多个,全国各级行政区域都建立了以卫生防疫站等防保机构为主具有监督管理职能的机构,形成了全国性的卫生监督网络。但是,随着我国经济体制的转变和社会主义法制建设的不断完善,卫生监督的范围、内容、方式、手段发生了一系列变化,人们对卫生问题的要求愈来愈高,我国的卫生监督体制与社会主义市场经济和社会主义法制建设的发展不相适应的矛盾日益突出,弊端愈加明显。
1 The importance and necessity of implementing comprehensive law enforcement Several decades after the founding of the People’s Republic of China, the country had already issued 8 laws, 22 administrative regulations, and more than 400 regulations for health, and all levels of the country have established health and epidemic prevention stations. Such protection agencies are mainly agencies with supervisory functions, forming a nationwide health monitoring network. However, with the transformation of our economic system and the continuous improvement of the socialist legal system, there has been a series of changes in the scope, content, methods, and means of health supervision. People have higher and higher requirements for health issues. The contradictions that are incompatible with the development of the socialist market economy and the construction of the socialist legal system have become increasingly prominent, and the abuses have become more pronounced.
