我国新的社会保障体系正在构建和完善之中，在前一段社会保障改革已取得诸多突破的基础上，最近国家又作出了进一步完善社会保障体系的重大决策。社会保障体系的建立和完善，事涉全局，是关系到我国跨世纪发展目标能否顺利实现的重大战略性问题。应当看到，在我国新的社会保障体系的建立和完善过程中，还有一些深层次的问题没有解决，随着经济改革的不断深入和经济社会的不断发展，也出现了一些新的问题。如由于不适合新形势下的经济运行机制，我国社会保障体系出现了保险基金入不敷出、保险覆盖率低、国有企业负担加重等等。专家分析指出，仍按旧体制运行，这个体系将很快因财源枯竭而失效，进而使中国人失去社会保障体系的保护，造成一系列严重后果。 如何建立一个适合中国国情的社会保障体系，关系到未来中国人的生活质量和社会信心。对此，我国政府已经将社会保障体系的目标明确为“低水平、广覆盖、多层次、双方负担、统账结合”，但是，这一目标能否落实，取决于制度如何设计，避免传统体制下的漏洞；取决于改革的整体推进，提供好的运行环境；更取决于各级政府的愿望与决心。

Expert analysis pointed out that the system is still operating under the old system, which will soon fail due to the depletion of financial resources. As a result, the Chinese will lose the protection of the social security system and cause a series of serious consequences. How to establish a social security system that suits China’s national conditions is related to the quality of life and social confidence of the Chinese in the future. In this regard, our government has defined the goal of the social security system as “low-level, broad-coverage, multi-level, burdens on both sides and integration of both accounts and accounts.” However, whether this goal can be implemented depends on how the system is designed and the traditional system is to be avoided Under the loopholes; depending on the overall progress of reform, to provide a good operating environment; but also depends on the wishes and determination of all levels of government.
