经过对国家发展改革委《关于修改〈招标投标法〉〈招标投标法实施条例〉的决定》(征求意见稿)》的认真研究,我司认为此次修订的目的是解决当前招标投标领域最紧迫、最突出的问题,因此我司只针对国家发展改革委公布的征求意见稿中所列条款提出意见。一、关于修改《招标投标法》的决定(征求意见稿)(一)建议将《招标投标法》第十九条第二款修改为:“国家对招标项目的技术、标准有规定的,招标人应当按照其规定在招标文件中提出
