当前,我国进入了扶贫攻坚的冲刺期,社会工作在扶贫济困中的作用已逐渐得到政府的认可。已出台的相关政策确定了以政府为主、社会工作参与的扶贫开发方式,各地也在积极实践社会工作介入扶贫攻坚。在具体实践中,社会工作者承担着贫困者的需求评估与服务提供者、使能者、权益维护者的角色,社会工作服务需遵循专业性、社会性、个别化、发展性的原则,可在发展生产脱贫、易地扶贫、搬迁脱贫、发展教育脱贫、社会保障兜底中发挥专业作用。社会工作参与扶贫开发要取得预期的成效,除了资金外,更需要非资本化资源的支持,以保障有专业的人员执行、有有效的资源匹配、有精准的供需对接。面对全国性的反贫困大局,需从制度的顶层设计促进社会工作介入扶贫攻坚的有效开展,制定统一的行动计划作为指引,配备充足的非资本化资源作为支撑,科学地认识和理性地发展社会工作,才能使其在扶贫攻坚战中获得可持续发展的动力,发挥专业优势和积极作用。 At present, our country has entered a spurt of fighting poverty and the role of social work in helping the poor has gradually been recognized by the government.
