2009年9月1日,国务院印发了《关于开展新型农村社会养老保险试点的指导意见》,标志着新型农村养老保险试点工作正式启动。新型农村养老保险制度是贯彻落实科学发展观、建设社会主义新农村的重大举措,是缩小城乡差距、促进社会公平正义的必然选择,是拉动内需、有效应对国际金融危机的现实要求。这一重大惠农政策,对促进我国农村经济发展和社会和谐将发挥巨大作用,具有划时代的意义。
On September 1, 2009, the State Council issued the Guiding Opinion on Piloting New-Type Rural Social Endowment Insurance, which marked the official launch of the new type of rural endowment insurance pilot project. The new rural pension insurance system is a major move to implement the scientific concept of development and build a new socialist countryside. It is an inevitable choice to narrow the gap between urban and rural areas and promote social fairness and justice. It is a realistic demand to stimulate domestic demand and effectively cope with the international financial crisis. This major benefit-agriculture policy will play an epoch-making significance in promoting the great role of rural economic development and social harmony in our country.
