明清以来中国科学技术明显落后于西方发达国家。科学技术的落后不是孤立的,它是社会政治、经济、军事、思想、文化、教育、国民素质等全面落后的结果。其中以社会政治因素的影响最直接、最明显。回顾中国近代社会政治历史,中国近代科学技术的落后首先是社会政治经济落后的结果。世界各国的情况表明,凡社会政治经济进步的国家,科学技术也都相应地进步;社会政治经济落后的国家,科学技术也不可能单独进步。
