乾隆帝雄才大略,高瞻远瞩,深刻认识到文化建设之于文化发展、国家繁荣所具有的重要价值和意义。故而在60余年执政期间,基本保持了清初以来,国家文化发展战略以及文化建设政策的系统性与连续性,大力倡导并支持以《四库全书》修纂为代表的国家文化建设工程。乾隆朝的文化建设,大体遵循了依托昌盛国力支撑文化建设,通过文化建设带动全面繁荣的发展路径,始终坚持导向的明确性,投入的公益性,并极为重视人才培育和人才聚集,取得了举世瞩目的文化建设成就,泽被后世。
