2017年6月,中共中央政治局委员、中宣部部长刘奇葆在湖南调研时强调,要高标准办好电台电视台,打造讲导向、有文化的传播平台。7月,国家新闻出版广电总局下发《关于把电视上星综合频道办成讲导向、有文化的传播平台的通知》。传播平台是电视节目的载体和出口,电视节目则是传播平台的内容支撑。要打造有文化的电视传播平台,必须推出有文化的电视节目。
