武威市委实行农民党员年度目标管理制度是在党员年度致富计划的基础上发展完善起来的。四坝乡党委从1987年开始进行了两年的尝试,收到明显效果,在这个基础上,1989年初市委又在中路、南营、二坝、河东、柏树5个乡的38个村党支部进行了全面试点,进一步认识到,目标管理是加强农村党员管理教育和促使他们发挥党员作用的好形式。于是这年年底,我们在全市38个乡镇的440个村支部推行了党员目标管理办法。党员年度目标管理的办法,就是把党员一年内的组织活动、生产经营及精神文明建设方面的主要任务用具体指标确定下来,通过《党员年
