开放是宁波优势的本质特征,是宁波发展的基本动力。开放优势是宁波一个带有根本性的核心优势。新时期推动科学发展必须再创全面开放新优势,其核心是强化内外对接的开放体系建设,形成立足宁波、依托浙江、服务长三角、辐射中西部、对接海内外的全面开放新格局。再创开放新优势必须准确把握“内外对接”的实质内涵和基本要求,把握重点突破口、基础环节和有效途径,形成强大动力及有效保障,走出一条从开放立市到开放强市的新路子,实现科学发展新跨越。
