近日,喀左县人事局、编委办公室组织专门力量,对全县乡镇机构、编制与实有人员现状、现行管理体制和运行机制存在的弊端以及下步改革设想进行了调查论证和深入的探讨。现就下一步乡镇党政机构改革提出如下设想。(一)改革要从以下几个方面取得突破:1、实行党委、政府统一领导、统一管理,增强宏观调控能力。现阶段乡镇党委、政府不宜完全分开,要实行统一领导、统一管理。党委委员和副乡镇长可以双重身份参与管理,党委委员保留职务名称,可兼任政府相应职务,以党政双重身份参与管理。
