随着内蒙古民族院校由外延式扩张向内涵式发展的过渡,民族地区高等教育开始进入一个新的历史发展阶段;面对新形势、新任务、新目标和新机遇,各民族院校均面临着师资素质不高、创新能力不强等诸多症结问题,直接影响了内涵式发展的质量;基于自治区民族院校中长期发展需要,应把学科专业设置、提高师资教学、科研素质及提升院校自主创新能力作为重中之重,使民族地区高等教育真正走上内涵式发展的创新之路。
