党的十六届四中全会作出了《关于加强党的执政能力建设的决定》(以下简称《决定》),全国上下都在深入学习贯彻。加强党的执政能力建设是党执政后一项根本建设,是各级党的组织和领导干部的一项重要任务。做好当前城镇房屋拆迁工作,是贯彻十六届四中全会精神,加强党的执政能力建设,构建和谐社会的必然要求。
The Fourth Plenary Session of the 16th Central Committee of the Party made the “Decision on Strengthening the Building of the Party’s Ability to Govern” (hereinafter referred to as “the Decision”), and the entire country is studying and implementing in depth. Strengthening the building of the party’s ability to govern is a fundamental task after the party is in power and is an important task for the party organizations and leading cadres at all levels.
