从解放到五○年上半年,全局中心任务是调处劳动争议和订立调整劳资关系的集体合同。因此,在劳资关系初步走向正常化上起了很大作用,今后随着工商业情况新的发展和总的任务,五一年劳动局的工作方针,主要的进行劳动保险和劳动保护工作,为工人健康和安全打下基础。再者加强推广劳资协商会议,逐步实现私营企业的民主管理,订立生产合同,巩固既得成绩,继续贯澈劳动力的统一介绍并为全国实行统一工资制度收集材料,正确贯澈劳资两利政策,调处劳动争议,纠正过去政策上的右倾偏向,同时又必须防止左倾,使劳资关系进一步走向正常。此外,我们工作对象除了私营大厂以外,也要照顾到国公营企业的公私关系问题,至于私营小厂或作坊劳资关系的改进工作,更应引起注意。

We should also pay more attention to the improvement of the labor relations between private small factories and workshops.
