黑龙江省水利科学研究院成立于1958年,是一家拥有55年历史的省级公益性科研机构,隶属于黑龙江省水利厅、黑龙江省科技厅。水科院主要从事水利工程抗冻害技术及农田水利等相关学科研究。自建院以来,肩负着科技兴省、科技兴水的重任,担负着开发地方与区域水利科学技术研究、培养高级水利科研与管理人才、组织地方水利科技攻关与协作、开展国内国际合作与交流、服务地方经济建设与社会发展的历史使命。全院现有在职职工近180人,科技人员约占90%,其中博士研究生11人、硕士研究生60人,教授级
