<正> 为了加强对商业信用的疏导和管理,更好地发挥商业信用的积极作用,以适应有计划商品经济发展的需要,人民银行总行根据上海、重庆等地近三年的试办情况,在广泛征求各专业银行和全国各地分行意见的基础上,制订了《商业汇票承兑、贴现暂行办法》,并于一九八四年十二月四日下发了(84)银发字第244号文件《关于下发商业汇票承兑、贴现暂行办法的通知》,但是,总行文件下发快二年了,从我省情况看,此项办法的推行还不够普遍,目前还只在几个城市行试行,大部分地市还没有开展。各地反映企业不愿搞,专业银行怕麻烦,工作难
