国家计委、科委、经贸委办公厅联合印发了《新能源和可再生能源发展纲要》,提出了“九五”至2010年新能源和可再生能源的发展目标、任务以及相应的对策和措施。《纲要》提出今后15年新能源和可再生能源发展的总目标是:提高转换效率,降低生产成本,增大在能源结构中所占比例。新技术、新工艺有大的突破,国内外已成熟的技术要实现大规模、现代化生产、形成比较完善的生产体系和服务体系;实际使用数量要达到39000万吨标准煤以上(包括生物质能传统利用方式的利用量),为保护环境和国民经济持续发展做出贡
