1978年夏,邓小平同志发表了扩大派遣出国留学人员的重要讲话,从此大批优秀学子走出国门,踏上留学之路。进入90年代,越来越多的海外学子学成回国,并希望自己创业。如何贯彻落实党中央、国务院关于“鼓励留学人员回国工作或以适当方式为国服务”的方针并积极扶持渴望回国创业的海外留学人员创业成功,成为当时留学工作面临的新课题。在此背景下,留学人员创业园这一新生事物应运而生,并蓬勃发展,迅速壮大。从1995年开始,教育部会同科技部、人事部、国家外专局等国务院有关部委依托国家高新技术产业开发区、高新技术创业服务中心以及地方政府有关部门,创办了一批留学人员创业园。据不完全统计,截止2002年,全国已建留学人员创业园110家(其中由国家科技部、人事部、教育部、国家外国专家局等部委授予“国家级留学人员创业园”称号的有21家),入园企业6000多家,入园创业留学人员15000多人,年技工贸总收入超过327亿元,成为鼓励留学人员回国创业,从事高新技术研发、促进科技成果转化的重要舞台和积极引进、培养和发挥留学人员作用的重要基地。为提高创业园在企业孵化、项目融资、成果转化、产品市场等方面的运作水平,帮助创业园提高管理水平,完善服务体系,汲取国外孵化器的先进经验,创造出具有中国特色的、适合留学
In the summer of 1978, Comrade Deng Xiaoping made an important speech on expanding the personnel sent abroad to study abroad. Since then, a large number of outstanding students have gone abroad to embark on the road to study abroad. In the 1990s, more and more overseas students learned to return home and hope to start their own businesses. How to implement the guidelines of the Party Central Committee and the State Council on “encouraging overseas students to return to work or serving the country in an appropriate manner” and actively support the success of overseas students who desire to return home to start their own businesses has become a new topic for overseas students at that time. In this context, the new things of the Pioneering Park for Overseas Students came into being, flourished and grew rapidly. Since 1995, the Ministry of Education has established a number of overseas business start-up parks in collaboration with the Ministry of Science and Technology, the Ministry of Personnel, the State Foreign Experts Agency and other relevant ministries and commissions of the State Council relying on the National Hi-Tech Industrial Development Zone, the Hi-tech Business Start-up Service Center and relevant local government departments. According to incomplete statistics, as of 2002, there were 110 entrepreneurial parks for overseas students established in China (including 21 awarded by the Ministry of Science and Technology, Ministry of Personnel, Ministry of Education, State Bureau of Foreign Experts, and other ministries as “National Level Overseas Students Pioneering Park”. There are more than 6,000 enterprises that have entered the park, more than 15,000 employees have enrolled in business, and the total annual technology, industry and trade income exceeds 32.7 billion yuan. This has become an important stage for encouraging overseas students to return to China to start businesses, engage in high-tech research and development, and promote the transformation of scientific and technological achievements. Actively introduce, train, and bring into play an important base for the role of overseas students. In order to improve the operation level of the Pioneering Park in business incubation, project financing, product transformation, product market, etc., help the Pioneering Park improve its management level, improve its service system, learn advanced experience of foreign incubators, and create Chinese characteristics suitable for study abroad.
