At present, the major event on the educational front in China is to promote basic education curriculum reform. For teachers, the key is to change educational concepts; for students, the key is to change the way of learning. Inquiry learning is in line with current curriculum reform requirements. The Outline of the Basic Education Curriculum Reform (Trial Implementation) promulgated by the Ministry of Education states that: ”Change in the implementation of the curriculum places too much emphasis on the status of accepting study, rote learning, and mechanical training, emphasizing students’ active participation and willingness to explore.
