行政生态学是运用生态学的理论和方法来研究行政学而形成的一门交叉分支学科,对世界各国尤其是发展中国家的公共行政学研究产生了深远的影响,而行政生态学中关于行政的异质性、形式主义和重叠性的现象在我国表现很突出。政府信任则主要涉及的是民众与政府之间的互动关系,由于近年来政治信任危机的愈加严重,国内外学者对其关注度持续上升。本文以在南京市的两次延续性调查为研究个案,从行政生态学的角度来深入解读和研究政府信任问题,将使“重塑政府信任”这一全球性的改革运动有了新的诠释,从而在历史转型以及社会变革的进程中去寻找和发现重建政府信任关系的可能性和现实性。 Administrative ecology is a cross-subdiscipline formed by applying ecology theories and methods to study administration and has a profound impact on the study of public administration in all countries in the world, especially in developing countries. However, Heterogeneity, formalism and overlap are very prominent in our country. Government trust mainly involves the interaction between the public and the government. Due to the increasingly serious crisis of political trust in recent years, the attention of scholars at home and abroad has been on the rise. Based on two consecutive surveys in Nanjing City, this paper explores and studies the problem of government trust from the angle of administrative ecology, which will make the reform of government trust to reshape the global reform movement So as to find out and find out the possibility and reality of rebuilding the trust relationship of the government in the process of historical transformation and social change.
