目的研究体育发展新常态下全国综合性体育赛事改革的制度路径,为我国竞赛体制改革提供参考借鉴。方法文献资料法、专家访谈法、逻辑分析法。结论 (1)当前我国体育发展呈现新常态,体现出新的发展方向、发展结构、发展速度与发展需求。(2)体育新常态对竞赛体制改革提出了必然性要求,全国综合性体育赛事是改革的轴心与杠杆。(3)全国综合性体育赛事在取消奖牌榜的总体设计下,奥运成绩带入全运、奥运联合培养、解放军双计分、集体球类双或3倍计分等政策已必然失效;国家队运动员选拔、运动员注册与交流、综合性运动会单项竞赛办法、解放军运动员选拔与交流等政策也要重新设计。
Objective To study the institutional path of the national comprehensive sports events reform under the new normal of sports development and to provide reference for the reform of the competition system in our country. Method Documentation, Expert Interview, Logical Analysis. Conclusions (1) At present, the development of sports in China presents a new normal, showing a new direction of development, development structure, development speed and development needs. (2) The new sportsmanship poses the necessary requirements for the reform of the competition system, and the comprehensive sports events nationwide are the axis and lever of the reform. (3) Under the general design of canceling the medal standings in the comprehensive sports events in the country, policies such as bringing the Olympic results into the National Games, co-cultivation of the Olympic Games, double scoring of the People’s Liberation Army, double or triple scoring of the collective ball games, etc. have inevitably lapsed; Athlete selection, registration and exchange of athletes, comprehensive sports competitions individual competition methods, selection and exchange of PLA athletes and other policies should be redesigned.
