烟台农村合作医疗从五十年代建立,到六、七十年代农村人口覆盖率达到90%以上,为解决农村缺医少药发挥了积极作用。但随着农村经济体制的变化,合作医疗制度的举办形式和管理办法已不适应农村体制的变化,大部分地方合作医疗纷纷解体。虽然近几年大力提倡发展合作医疗,但人口覆盖率一直在低谷中徘徊。烟台市政府根据全国、全省卫生工作会议精神和《中共中央、国务院关于卫生改革与发展的决定》,制定了以下政策措施。
Since its establishment in the 1950s, the rural cooperative medical system in Yantai has reached more than 90% of the rural population in the 1960s and 1970s and has played a positive role in solving the problem of lack of medical treatment in rural areas. However, with the change of the rural economic system, the form and management of the cooperative medical system have not adapted to the changes of the rural system, and most of the local cooperative medical care have been disintegrated. Despite the vigorous promotion of cooperative medical care in recent years, population coverage has been hovering in the bottom. Yantai municipal government in accordance with the national and provincial health work conference and the “CPC Central Committee and State Council decisions on health reform and development,” formulated the following policy measures.
