我国能源的地区分布极不平衡,70%以上的可开发水电资源分布在西南的云、贵、川,黄河上游及广西、两湖等地。而煤炭资源则主要分布在北方的山西、内蒙以及河南、陕西、宁夏等省(区)。随着国民经济的迅速发展,对电力的要求也日益增长,因而不少地区想仅仅靠一个省或几个省来妥善解决能源和动力的平衡是远远不够了,因此,为了在更大的范围内保证供电质量和可靠性,充分利用各地区动力资源的特点,以达到节约投资提高供电经济效益之目的,跨大区的联网势在必行。
