淤地坝的安全运行和效益发挥事关当地群众的生产生活和经济发展,各地淤地坝的运行管理大都存在着各种各样的问题,有的地方甚至发生了垮坝事故,造成了严重的后果。泾川县田家沟小流域坝系工程是黄河水保生态工程试点坝系之一,从工程建设开始,就着手运行管护方法的尝试。经过几年的努力,形成了景区管理、承包人管理、村组管理和林权所有者管理等4种工程运行管理模式,使淤地坝工程的管护责任落到了实处,收到了良好的效果。
The safe operation and effectiveness of the silt dam play a vital role in the production and economic development of the local masses. There are various problems in the operation and management of the silt dam in various places. In some places, even a collapse accident has caused serious s consequence. The dam system of Tianjiagou small watershed in Jingchuan County is one of the pilot dam systems of the Yellow River Soil and Water Conservation Ecological Engineering Project. From the beginning of project construction, an attempt was made to run the management and maintenance methods. After several years of hard work, four kinds of project operation and management modes have been established, including scenic spot management, contractor management, village group management and management of tenure owners, so that the responsibility for management and protection of silt dam project has been implemented and good results have been received .
