党的十五大明确地把公有制为主体、多种所有制经济共同发展,确定为我国社会主义初级阶段的一项基本经济制度。在党的十六大报告中,江泽民同志进一步重申了必须坚持公有制为主体,多种所有制经济共同发展的基本经济制度,提出了“必须毫不动摇地鼓励、支持和引导非公有制经济发展”。非公有制经济作为我国社会主义市场经济的重要组成部分,在社会主义现代化建设中发挥着不可低估的作用。
The 15th National Congress of the Communist Party of China explicitly defined the common economic system as the mainstay and the common development of various ownership-based economy as a basic economic system in the initial stage of our socialism. In the report to the 16th National Congress of the CPC, Comrade Jiang Zemin further reiterated the basic economic system that we must adhere to the principle of public ownership as the main body and various types of ownership economy developed together, and proposed that “we must unswervingly encourage, support and guide the development of non-public ownership economy ”. As an important part of China’s socialist market economy, the non-public ownership economy plays an important role in the socialist modernization drive.
