在维新变法运动中,湖南新政为全国各省之冠。湖南巡抚陈宝箴是这次变法运动的先驱,作为一位封建官僚,他能在变法运动中起积极的推动作用,在当时是难能可贵的。但他对变法的观点与康、梁有着很大的分歧,这是本文所要探索的主要问题。陈宝箴,字右铭,江西义乡州人,咸丰元年(1851)举人。光绪二十一年(1895)七月,由大学士荣禄推荐,诏授湖南巡抚,因推行新政,到二十四年(1898)八月,上谕:“陈宝箴著即行革职,永不叙用”(《德宗景皇帝实录》卷428)。他任湖南巡抚
