《意见》在打破体制壁垒、扫除身份障碍等方面进行了大胆创新,提出了许多针对性、可操作性的政策措施。针对省委、省政府《关于创新体制机制加强人才工作的意见》,中共云南省委组织部副部长、省人力资源社会保障厅厅长解毅予以了详细的介绍和解读。解毅表示,《意见》打破体制壁垒,扫除身份障碍等方面进行了大胆创新,提出了许多针对性、可操作性的政策措施。云南正积极开创以事业留人、以感情留人、以适当的机遇留人的新局面。
The Opinions made bold innovations in breaking institutional barriers and removing identity barriers, and put forward many targeted and operational policies and measures. In response to the Opinions of the Provincial Party Committee and the Provincial Government on Innovating Institutional Mechanisms and Strengthening Talent Work, Xie Yi, Deputy Minister of Organization Department of CPC Yunnan Provincial Committee and Director of Provincial Department of Human Resources and Social Security, gave a detailed introduction and interpretation. Xie Yi said that the Opinions broke through system barriers and cleared identity barriers and made bold innovations and put forward many targeted and operational policies and measures. Yunnan is actively creating a new situation of keeping people by career, keeping people with feelings, and retaining people with appropriate opportunities.
