The hospital information system (HIS) of China has been developed continuously from single computer to the whole hospital information network in the past 20 years. Now, many hospitals have abandoned the hospital information management system (HMIS) that focuses on finance management, and reconstructed the clinical information system (CIS). The center of CIS is a workstation, where doctor will make orders and acquire clinic data of patients in anytime. Of course, the picture archiving and communication system (PACS) is an important portion of CIS. Through the interconnection between PACS and workstation, radiologists may acquire the basic information about patients from workstation, at the same time physicians will view medical images and diagnosis reports of these patients. By strict control of license permission, information of PACS may be shared in different degree by every physician. In radiology department, PACS is used for search reports, view images and also offer rich analysis and post-process function. PACS has become the hot topic of the radiology department construction in China. However, PACS in many hospitals has not yet brought our a significant benefit for radiology department and the whole hospital. Therefore, it is necessary to deal with these problems.
