清末新政前后 ,地方督抚权力不断增长 ,逐渐成为一支独立的能够左右清廷政局的政治力量。晚清督抚不仅积极倡导新政 ,参与新政决策 ,还对科举制度的废除、君主立宪制的推行等产生了至关重要的影响。形成“督抚新政”的原因 ,主要是由于中央权威和政治信誉的下降 ,而地方督抚较之中央具有更多易于变通的因素 ,加上因民族危机、统治危机而产生的忧患意识激发了督抚自身思想的转化 ,使其对清末新政的领导起到了无可替代的作用
