搞好协调服务,是办公室工作一项很重要的内容和重要的组成部分。办公室工作的性质和地位,决定了它的协调作用。党委办公室是党委的办事机构,承上启下,联系内外,担负着综合信息、办文、办事和协调工作的作用。在办公室承担的诸项工作中,协调工作往往被忽视,是个薄弱环节。协调工作是否得力,直接关系着领导机关的指示能否顺利贯彻;指挥作用能否发挥,各项工作能否圆满地完成。党政分开的新形势要求党委部门的协调职能进一步加强。十三大报告规定了地方党委的“执行、保证、决策、推荐、协调”的五条职责。党委的协调作用,在很多情况下,是通过办公室的具体工作体现出来的。党委协调职责的加强,必然要求办公室突出抓好这项工作。改革的深化给协调工作提出了新的要求,在政治和经济体制的改革中,新旧体制并存,新旧机制并行,新情况、新问题、新磨擦不断出现。在这种情况下,加强协调,才能减少内耗,克服消极因素,增强工作合力。
Do a good job coordinating services, office work is a very important part and an important part. The nature and position of office work determine its coordinating role. In the various tasks undertaken by the office, coordination is often overlooked and is a weak link. The effective coordination of work is directly related to the smooth implementation of the directives of the leading organs; whether the command role can be brought into play and whether the various tasks can be satisfactorily completed. The new situation in which party and government are separated requires that the coordination functions of party committees and departments be further strengthened. The 13th National Congress of the Communist Party of China set forth the five duties of “implementing, guaranteeing, making decisions, recommending and coordinating” local Party committees. The coordinating role of party committees is, in many cases, reflected through the specific work of the office. The strengthening of the coordination responsibility of party committees must inevitably require the office to give prominence to this task. Deepening reform has put forward new requirements for coordination. In the reform of the political and economic systems, the old and the new systems coexist, and new and old mechanisms are concurrently implemented. New situations, new problems and new friction continue to emerge. Under such circumstances, if we strengthen coordination, we can reduce internal friction, overcome negative factors and enhance our work force.
