公共基础设施是指为直接生产部门和人民生活提供共同条件和公共服务的设施。为社会生产和居民生活提供公共服务的物质工程设施,是用于保证国家或地区社会经济活动正常进行的公共服务系统。公共基础设施建设是经济社会发展的重要支撑,同时也是一个国家和地区发达程度的重要指标。随着经济发展水平的不断提高,公共基础设施投资规模日渐庞大,依靠当期的财政预算投入已远远无法满足经济社会发展的实际需求,公共基础设施的投融资理论在实践中应运而生并不断丰富发展。从我国基础设施建设投融资实践来看,以政府为主导的融资是基础设施投资建设的主要资金来源,社会化融资手段匮乏,形式相对单一。公共基础设施是城市的建设基础,公共基础设施的完备与发展能力对城市社区建设都将产生深刻的影响。因此,科学的城市公共基础设施布局规划对公共基础的发展和建设具有重要的意义,我国的公共基础建设依然存在很多问题和不足,总体水平低下。加强国家的公共基础建设可以提高公民的生活水平,提升公民生活服务质量,是建设和谐小康社会的必要途径。
