从企业领导者的个性素养、组织氛围,可以看到这个企业是否有可能建立有效的绩效考评体系,也就是说考评者的品行与能力是企业实施绩效管理成功与否的关键因素。成熟组织日常管理呈现正常的“混乱”状态,多数情况下只能凭直觉管理,现实中要管理者拿出专门的时间作出判断和考评是难以做到的,因此,绩效考评除了正式的制度外,如何让直觉更准确,以及如何改进制度,让制度符合直觉管理的需要,是绩效管理的新课题。
