任何法律上的行为都会产生一定的法律后果,合法行为产生肯定性的法律后果,违法行为导致否定性的法律后果,《浙江省国家档案馆管理办法》(以下简称《办法》)所规定的国家档案馆管理行为也是如此。为了防止、纠正和惩治国家档案馆管理违法行为,保护公民、法人或者其他组织的档案合法权益不受非法侵害,《办法》从明确违法行为、追究法律责任、提供权利救济三方面进行了制度设计。
