1998年,国务院机构改革“三定”方案中明确赋予司法部“指导面向社会服务的司法鉴定工作”的新职能。这标志着我国面向社会服务的司法鉴定工作从分散管理向统一管理的重大变革,也是司法鉴定领域贯彻依法治国方略和宪法原则的重要举措。2002年元月1日,《河南省司法鉴定管理条例》(以下简称《条例》)颁布实施。这标志着我省司法鉴定工作已步入新的发展阶段,司法鉴定工作必将迎来新的发展机遇,但同时也面临着各种挑战和压力。
