百色地区地处广西西部边陲,西北与滇、黔两省接壤,西南与越南毗邻。历史以来,交通闭塞,经济文化比较落后。改革开放以来,随着大西南出海通道的逐步建成,百色地区由封闭到开放,社会变革深刻,人员流动增加,加之中西部差距拉大和各种消极因素影响,这一地区拐卖妇女儿童犯罪活动比较突出。据统计,拐卖人口犯罪严重的1985、1986两年,年平均被拐近3000人。相当于1个村的人口数。严重地影响当地的治安稳定。1987年以来,百色地区各级党委政府领导各级公安机关和有关部门吸取了以往“打拐”工作的经验教训,针对拐卖人口犯罪出现的新情况和新问题,坚持“两手抓,两手都要硬”的方针,采取了打击、防范和解救被拐妇女儿童三管齐下的有力措施。狠抓侦查破案,依法严厉打击人贩子。充分发动和教育群众,全面开展“防拐”活动。积极组织专门力量,克服重重困难和阻力,努力解救被拐卖的妇女儿童,有效地遏制了拐卖人口犯罪活动
