伟大的辽沈战役过去一年多后,为了表达东北人民感激之情,1950年2月15日,东北人民政府主席高岗,副主席李富春、林枫、高崇民共同向政务院总理周恩来呈文:“中国人民解放军第四野战军,艰苦奋斗,解放全东北,东北人民为纪念第四野战军解放全东北,拟赠四野全体指战员解放东北纪念章百万枚,兹检同纪念章初棣,请审核指示.”东北人民政府的请示受到周总理的极大关注,时隔短短九天,即2月24日中央人民政府就批复“照准”.东北人民政府旋即责成秘书长栗又文、王树章办理此事.
In the past year or so after the great Liao-Shen campaign, in order to express gratitude for the people of Northeast China, on February 15, 1950, Chairman Gao Gang and Vice-Chairmen of the Northeast People’s Government Li Fuchun, Lin Feng and Gao Chongmin jointly submitted a letter to Premier Zhou Enlai of the State Council: “The Chinese people People’s Liberation Army Fourth Army, arduous struggle, liberation of the entire northeast, northeast people in order to commemorate the fourth field army liberation of the northeast, intends to donate four wild commander-in-chief of liberation of the northeast medal million, hereby seized the medal chapule, please review instructions. The petition was greatly concerned by Premier Zhou, which lasted for just nine days, that is, the Central People’s Government approved the ”approval" on February 24. The Northeast People’s Government immediately instructed the Secretary-General Li Youwen and Wang Shuzhang to handle the matter.
