水电工程设计概算主要由枢纽建筑物、建设征地和移民安置及独立费用等三部分组成。其中,枢纽建筑物所占的投资比重最大,包含的内容最多,计算的过程最繁。因而水电工程设计概算编制过程中专业人员的大部分精力均集中于此。枢纽建筑物投资的计算额度对工程资金筹措、造价控制和电力市场供需分析等有着重要的影响。枢纽建筑物的投资主要构成包括工程量和工程单价,影响工程量的因素有技术标准、施工规范、设计思想、施工组织;影响工程单价的因素有基础价格、定额子目和指标换算。从水电工程造价管理的角度看,应注重定额子目和指标换算的分析研究。
Hydropower engineering design estimates mainly by the hub buildings, land requisition and resettlement construction and independent costs of three parts.
