随着各类高层次人才计划的实施,国家部委、各省市不断加大人才计划投入,高层次人才引进培育工作取得了重大成就。但同时也存在部分问题,比如,人才计划对人才成长与发展的推动力不足;各类人才计划缺乏整合与协同,内容模式同质化;人才计划评价标准较为单一;人才计划后续监管和程序评估机制不够完善;人才发展环境还不够优化。为进一步提高高层次科技人才计划的实施成效,提出以下建议:
